I have some 150 no. of 1616-I models with firmware 1.3.5ver running, lately i experienced the same "BOOT FAILURE" issue with 7 of my phones. I used the master key to break the boot failure loop to enter into the config wizard and manually set the static ip, router and other details. the concern is if this issue spreads to other phones then i have to follow the above steps to reduce my clients down time, but eventually all the phone will b statically configured. In this case, the DHCP service on the office manager will be of no use.
      Any idea? how to overcome.

If the firmware on the phone is 1.3.5 then the above issue should not be happening, the phones might be rebooting occasionally but this is fixable, once the above issue happens to the phone its not fixable after that. That being said the phones can take their IP address from a DHCP server or can be statically assigned, the latest firmware from Avaya for these phones is 1.3.8 and can be found at support.avaya.com, once the firmware is installed on the system the phones will download it from the file server address, the file server address can be programmed manually through the programming menu as you mentioned or a DHCP server can be programmed to assign the address to the phones automatically. If you need more help with this we do offer paid tech support, please feel free to gives us a call at 800-929-8061.
