From a local parts guy but you should be able to get from any kart store online

stagger on the front is a lie each wheel rotates independently no such thing tire size on the front is for cross
stagger in the front doesn't work like it does on the back. but the different size of the tires will create a drag effect and cause the kart to pull to one side or the other. you are correct it has a bigger impact in the rear do to the solid axle.
