The over-the-top brogue accent or quips, highland dress, etc but it's used in a derogatory, dismissive way to say a person is crazy or ridiculous. If that's the case, then I would say the Hootsman would be none other than the non-Scots Mel Gibson (and not Arnold), who's portrayal of William Wallace is met with mildly amused derision in Scotland. That he lives in California would also confirm this usage of it, as that's where Mel lives too. The other meaning of the definition is considered to be a Scotticism that literally means, "hey, man!"
