Lesley definitely one of my favorite marksman hero. She's pretty good at poking enemies especially when you're against an enemy without dash in a 1v1 lane.

Try picking Lesley in high Rank, High Rank like 1K point you’ll see why she’s one of the most useless marksmen. You can see from General draft that opponent are also low Rank.
Yes, lesley is good! She's my fav mm right now because of how good her lvl 12 ulti is. I it's like having a mini aldous ult with a 20 sec cooldown. There's actually mechanics about all of her skills that brings out all of her potential. For example, using 2nd skill to trigger an ulti bullet will reduce cd by 5 secs. Timing the 1st skill correctly when basic attacking will make her have more atk spd than usual. There's a looot more 🥰

I don't play marksman but whenever I have to play one, Lesley is always one of my go-to pick. I feel safe playing as her. I always spam her ulti to make sure no one is ganking me. Always hit and run or just run until my team arrive. I just wish she is still as good when building burst damage items on her, just as good as building attack speed items. I love playing that style like Brody and Granger. See enemy HP melts when hitting with Lesley's s1 is satisfying.
