If you are already rated for mental, like PTSD, insomnia is considered a mental condition and you can only be rated once. You can make sure that "insomnia" is listed under the other mental condition, but you can't be rated for both.
To clarify. Did you have flat feet before entering the service? If so, service could have aggravated it and you can claim that. Furthermore, if you have chronic plantar fasciitis now. You can claim flat feet aggravation with plantar fasciitis
