- Briefing by Martin Griffiths, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Office for the Coordination of Humanitarian Affairs (OCHA), on Ukraine and the Black Sea Grain Initiative.
Also briefing the Council, the Under-Secretary-General for Humanitarian Affairs, Martin Griffiths said, “Monday’s confirmation that the Russian Federation was withdrawing from the Black Sea Initiative was immensely disappointing to all of us. And all of way beyond this Chamber. And the developments in the four days since - as Rosemary just said - have been alarming.”
Griffiths said, “escalatory rhetoric also threatens to further undermine the safe transportation of food through the Black Sea more broadly. And with no access to ports or world markets, farmers may have no choice but to stop farming.”
What is OCHA:
OCHA works to promptly deliver lifesaving humanitarian assistance in disease outbreaks, natural disasters, and complex emergencies. The agency helps countries prepare for crises and support them in mounting a fast and well-coordinated response. OCHA plays a critical role in advocating for, coordinating, and funding humanitarian action at the earliest stage possible.
What is the Black Sea Grain Initiative:
This UN plan allows Russian food and fertilizer to be exported from three key Ukrainian ports in the Black Sea: Odesa, Chornomorsk, and Yuzhny/Pivdennyi so as to stabilize food prices and stave off world famine.
The Joint Coordination Centre (JCC) was established to monitor the implementation of this initiative. The JCC is hosted in Istanbul and includes representatives from Russia, Türkiye, Ukraine, and the United Nations. The UN acts as the Secretariat for the Centre.
