My two cents : let them know your intention in a light hearted tone (always when both of you are in a happy state - when there’s laughter or when both of you are having a superb conversation/ banter). Then go fully indifferent and start pursuing other women (not in an obvious way)
For example: I once asked a good friend of mine (who I had a crush on - and I think she knew too) if she wanted to have drinks at my place. She was hesitant and told me that we could get drinks somewhere outside. I kept asking her why she wasn’t comfortable coming home. After all we were great friends for years and she was like “I don’t want to say anything as I have my reasons but yea we can get drinks outside”. When I tried to get her to give more details what she was basically implying was that she is not going to get drinks at someone’s house (even though I’m a close friend) because socially, as a woman, for her it just felt wrong. I didn’t take it as a rejection nor was I bothered with her discomfort
I could sense her tone was protective but still a bit shy. I sensed the shyness and immediately told her “why the awkwardness, you know I like you right?”. I said that in the most light hearted tone ever and she immediately started to chuckle and say “what what .. really” .. like as if she was shocked but it was a fake shock. Which only meant she knew that I liked her but she never expected me to casually break it out to her.
Guess what, she didn’t say no. But didn’t say yes either. I could go on about this story but moral is don’t wait for them, let it be known and on to the next.
