Changes to the XP Gain Rate in Patch 1.9: CoH3

Up to patch 1.9, the mechanics introduced, such as XP catch-up and Veterancy 2.0, have changed the dynamic of XP upgrades between factions.
The USF captain at vet3 increases the gain rate by 150% whereas the other factions only receive 25%.
Brit infanty also become stronger due to the bonuses from infantry training and the catch-up mechanics.
overall, these are interesting changes.
