Lots of homeless pushing carts, sleeping in doorways, tents

Ok... it's part of living on the west coast. How do we fix it? Kicking them out is not a solution it just makes a problem for others. Complaining does nothing. I am making folks who are not here aware that it is part of living here just like gas prices being $0.50 higher per gallon in WA than OR.
