The risk involved with changing the procedure is better explained in the article itself imo The deer is an unstoppable force and the ritual is an immovable object, the deer CAN escape any second if it changed its mind but it does not think like a human or anything mortal It doesn't change its 'decisions' because that would imply imperfection, as only an imperfect creature changes its mind because its wrong, and a god is not imperfect To simplify it the deer is walking straightforward,all the deer will ever do is walk forward and nothing can stand in its way and it will never change. The ritual basically lays a glowing neon track for it, draws it's attention and tricks it into walking in a circle and therefore it can't harm anyone, like a rock tied to a string spinning again and again But if the circle is broken....then the deer is free to walk straight again and there is no guarantee that another ritual would ever fool it again
It boils down to this: if a god who could squash you like a mosquito isn't doing so because of something you're doing, you don't question why, you just keep at it.

But with the deer thing, in essence it's that type of god that doesn't perceive reality like a mortal or even act outside of it's nature. So to stop it it needs to be attacked by confusing it's weird perception of reality. If you change something the illusion breaks for it and the world is doomed. Unfortunately you kind of have to get into weird really lovecraftian horror or maybe stuff like the Marvel pantheon to get cosmic entities like this which requires a lot of imagination. I guess a good parallel is 40k, the Chaos Gods. They are the same way. Like the Great Game they have where the 4 war amongst themselves. If anyone wins and kills the other gods, it's said they well eat every soul in the galaxy and then with all the souls gone they will also die. But they keep trying because they can't change that aspect of themselves anymore than a person can stop breathing. Kind of a philosophical god really. Lovecraft loved making monsters like that.
If it’s any comfort, the procedure doesn’t state that the infants need to be alive when the ritual starts, I can think of several different SCPs that can anomalously provide deceased infants without having to kidnap them from somewhere else, so there’s that at least… 😰
You know, surprisingly, that is a lot more comforting than the idea of actually using normal living children taken away from people or having breeding farms of humans just for that which I am pretty sure they would not even be allowed to have in the first place maybe, so your comment being true would make the situation a lot better
