Still, I would have put him in Incompetent, bordering on Mediocre, if I was ranking him - he had a legitimate reign, and it could have been within his power to extend it if he was competent enough. The fact that his reign was so brief is at least somewhat his fault, even if the deck was stacked heavily against him.
I feel great sympathy for him, and i see him as the only emperor other than diocletian and Constantius who did nothing at all to damage the tetrarchy. I would have liked to see what he did as Augustus and i think unrankable is very fair and generous.
Given that he lost his army to Maximian, and the short duration of his tenure as a Caesar and Augustus, would rate him low. Have to wonder what he was thinking when lobbying for Caesar, and being placed under Constantius (who had an army with a winning record and a son). Seems he didn't really prepare for the job. I would say incompetent. Prior to becoming Caesar, did Severus II earn any reputation in any major campaigns, as a general/commander? Say on the Danube, or with Galerius in the East? Great segment. A short one, but can see why.
