The joke was supposed to be that its bad German, so having “und” because it sounds like saying “An” in German is the joke. In reality, what they said “This is und outrage” is directly translated to “this is and outrage”.

You know, I'm not a big comic book fan, but watching everything that happens to it in this episode just kills me. The little monetary counter that keeps popping up is utterly nerve-wracking. It's like seeing 21's soul sloooooowly bleed out, with numerical precision.
