Sangha is a group of homogeneous people ... usually at different level of enlightenment ... and may not cause differences of opinion... and easily achieve the majority ... however the majority in terms of percentage like 49% to 51% is not very definitive way of making right or wrong decision... Even sangha... disintegrated into different groups in later stages ... And now ownership of wealth... the same logic as in homogeneous group ... it is quite easy to administer and maintain ... This is quite complex in heterogeneous groups ... definative In the simple way, if you are in the path of panchsheel, and eightfold path with ten parmitas... Then you are already on a way to become noble person.. and a group, society , and county of such people will remain free from bad virtues.... so the even rule of majority ( democracy) as well as common ownership of wealth will be fairly easy to administer and maintain ... and that's exactly possible in sangha... however in really world of heterogeneous people, these administrative means under the law of majority always runs into trouble ... this is one of the reason, institutions like democracy as well as socialism are failed institutions... unless people become from common to uncommon to noble ... Such institutions will remain failed ...
