Good question. It certainly looks like it's in 4 through much of the piece, but the subdivisions should definitely be felt in 6. The dotted quarters have a subtle syncopated 2-against-3 feel. It becomes much less subtle once you get to m. 25 (1:20) when there is a clear 2-against-3. But you can see these subdivisions way back in mm. 3 (alto), 4, 6, 8 (soprano) and m. 9+ (tenor), and various other places.
