I've seen Gengar played in a ghost deck alongside wigglytuff - it as a niche there because gastly can energy conversion DCE cards + when gengar is set up, you can just spread the damage around to ko weak mons, eg mr mime or whatever else. I can imagine it would work fine if paired with some lickitung to just spread damage around
Yay another early Stage 2 that suck. This is a real issue with early stage 2 that are just not worth it, when you have base mons such as Hitmonchan, Sctyher, and Movie Promo Mewtwo that have almost as much HP and just as much strong moves. Of course, we do have modern stage 2 that suck, but some of the strongest modern cards are stage 2 (Tera Charizard, Dragapult, Tera Greninja, etc). Back then we had Blastoise... and that's it?
Well, in base fossil, Blastoise remains a strong deck with a pokepower that is worth working towards. Venusaur also is worth building- but I agree broadly base fossil stage 2s struggle

The only one that comes to mind is Alakazam. There were some jank options you could mess around with, but generally yeah
