I saw this clip and would still give vote to Congress because there is not much use of quick decision when Gov couldn't save people lives in Covid 2nd wave, Manipur Violence, not able to remove Brij Bhushan from party etc.
Second, Congress didn't had majority on its own, it had many political limitations. BJP doesn't face such situation hence decisions are taken quick comparatively in BJP.

Let me tell you, the leader is only successful if he choose right people for the right job. The best part of BJP Govt. is that the PMO is very strong and centralized. As Mr. Swarup agreed that most of the decisions are quick but HR related decisions are getting late. It is obvious that PMO wants to select right people. and it takes time.
Look some great peoples in Modi's ministry. Shah, Gadkari, Sitharaman, Goyal, Vaishnaw and Jaishankar.

If India has to develop we must dismantle IAS and should work towards setting up a bureaucracy which is committed to serve the people as they are being paid by the tax payers of this country. Currently, IAS cadre is framing laws keeping their individual interests in view and to rule the country through backdoor. IAS was basically established by the colonisers to control their colonies and these guys basically look forward to their own personal interests and work as a lackey of the ruling party. Even when the ruling party changes these guys stay put until their requirement.
