Flipkart sent me used laptop | Dell Inspiron 13 7373 Unboxing and first look ruined

I purchased this laptop from Flipkart for 74000rs and as you can see this laptop and box was not properly seal packed.
Also when i hit power button on this laptop it landed me to the windows home screen, generally you see a windows 10 configuration page and windows ask several questions to setup the device before it shows the desktop screen or home screen.
