Bases with lips are the newer bases and the lipless bases are the old ones. The pouch on their chest is for the gas cape.

Thanks for the Feed back,, I was using the Lipped bases for years and years, but only recently started seeing the no lip bases,, but thank you for the correction will look into that closer

Odd that they wouldn't include the plastic Panzer IV kit. I hate resin/metal models myself.
