The council has nothing to do with hydrants. It is the resposibility of Sydney Water and FRNSW. Residents are also required to ensure hydrants are not paved over or have grass growing over them.
Can`t be a good feeling for the firefighters in that scenario! Surely questions need to be asked regarding the hydrants being paved over?
It can happen unintentionally if the cats eyes come off.
Water pressure can also be a big issue depending on the area.

They were able to drive the car out after the fire was controlled and it was saved.
