This was a great talk. Well-articulated and easy to follow. While I'm coming to this from a software development perspective, all of this applies conceptually for leading software engineers and interfacing with stakeholders. Thanks for sharing these ideas.

In the UK we mostly follow the APM BoK. MSP and ChPP or the key qualifications.
Projects deliver business case defined outputs that manifest benefits with time and cost parameters. Programmes deliver a defined outcome that provides for the business case vision - usually the target state. Programmes deliver outcomes through the benefits realisation from multiple interdependent project outputs. A portfolio is a collection of non interdependent programmes and projects.
In my experience engineers make the best PM or PgM for capital works. I spend first 25 years in engineering and the next 15 delivering projects and then programmes.
