7 years ago a player in EU called Hartz played Beggars all the time in top competitive level, he got quite well known for it, even made a long ass tutorial on how to make it viable. He got a sweet moment of glory video as well.
that's how the beggar's works, you essentially have a bottomless clip to work with since you can't hold rockets or else you'll just blow yourself up. if you tap left click you will do the reloading animation and immediately fire off a rocket. its really fun and really bs to play with (watch SoundSmith's video on the beggar's bazooka)

It is not random actually. It doesn't shoot straight but the pattern is predictable so you can get pretty accurate after practicing with it
