Maybe Saudi Arabia is just richer per capita than Canada and therefore they can afford to build cities like those and just splurge money on whatever they want. But that's just my supposition though, I'm not an expert and I don't know for certain who is richer per capita, just assuming.

As it turned out (I just looked it up in internet), Canada and Saudi Arabia are pretty close in terms of GDP per capita. But Saudi Arabia has much smaller public debt.
