I don't know much about veneer, are they actual wood? Are they a plastic? Do they vary in what they are made of? I ask because I am curious if there are possible risks to etching/cutting these materials.
On the "Maple Wood Veneer Sheet - Peel and Stick" stickers, or any of the thin veneer stickers, do they wrap around items like a tumbler without cracking/splitting (assuming you rotated the grain in the correct position before engraving)?

Can this be done with unfinished, straight out of the package 3mm basswood?
Yup, 3mm basswood would work just fine for this.

Wood veneer is simply hardwoods that is cut very thin.

Yup, there shouldn't be any issues wrapping the veneers stickers. The 3M backing actually make them extra flexible.
