Animating for speech is difficult, especially for a model like this with the profile of a rotting shark jaw. They likely just couldn't get it to look convincing enough, so best to not even bother.
I also thought when J went back in 1969 to find young K, J said he was recruited 25 years from than so the first film could have took place in 1994. I thought of that because of his dob mentioned when J was putting his recruitment info.
I mean I WILL say in the 3rd films defence it could explain why K was insistent on getting J in the MiB I mean Zed was hesitant because he thought that putting J in based solely on the fact he chased down a cephalopod on foot was a bit of a stretch considering his issue with authority. But K insisted on it. So it does kinda work.
