For those wondering, the Chief is on Administrative leave and the officer is back on duty with no trouble against him.
Thank you for this info! ❤
Thank you Chris for the info
That is great to hear. I had to deal with a drunk mother and they ALWAYS do this. Antagonize you over and over and when you finally fight back suddenly they're reasonable and "wondering" why you're so upset.
I’m happy to hear this but I hope the chief is fired and not simply suspended.
He Should have gotten a battery charge
If this police chief is willing to interfere, obstruct and commit crimes with the body cameras on, how much other corruption is he involved in?
THAT is the real story behind the officer slamming him on the car bonnet.. it's clearly been brewing for a REALLY long time.
@@anovemberstar clearly the chief is a regular drunk.
Same goes for his cops. The way that guy threw his chief like that is very suspicious.. if he does that to his chief imagine what he’s done to innocent people.
Corruption is in every police department. They protect each other. There are some good ones.
What crimes did he commit? Maybe assault, but even the officer wouldn’t press charges, so that’s irrelevant. He just tried to pull rank to get an acquaintance out of trouble. That’s not a crime, it’s very hard to prove.
I live down here very close to Bradley Beach. Allow me to shed a little light….
And a quote from an extremely reliable source, which will shall remain unnamed, “Chief is out of his mind. This is just one incident, unfortunately he’s showed up intoxicated to a bunch of calls and attempted to intervene. The guys are over it.”
Currently the chief is “suspended with pay but prosecutors office wants him gone. Pension Board won’t let him retire until investigation is complete.”
Regarding the officer who slammed the chief on the hood of the car, “Suspended with pay but reinstated. My understanding is he’s a good guy.”
Hope this helps clarify things.😊
If the Police chief is slammed on the hood and none of the other Officers really try to intervene that let's you know what they think of him. They are tired of his shit too.
Thx for the additional information Jen
Glad to hear the officer was reinstated.
@dukekessler6292 It's just too bad that the others seemingly weren't willing to hold him accountable (not by throwing him on the hood, but speaking up, calling for someone above the chief to come, etc). I would imagine this would be even more irritating for "Billy" if he felt like the only 1 trying to hold the chief accountable, especially since this doesn't sound like a 1-off and perhaps their work interaction was already not great.
I haven't worked in LE, but I know firsthand how messy workplace politics can be. It was often on my shoulders to hold our workplace supervisors accountable bc my coworkers were too afraid to do so. HR and the CEO couldn't be trusted. There was tons of nepotism. My coworkers feared retaliation, which was very much valid. After 8½ yrs, I finally hit a breaking point that resulted in a mental breakdown. I feel like I understand the officer's reaction, and it's too bad it came down to slamming the chief on the hood, but I get it... sometimes a person can only take so much.
There was a bit of follow-up info on the channel listed. I actually came here from that video. I'm not sure how accurate it is, but it sounds like it lines up with what OP mentioned.
Oh, and the channel mentioned the chief was getting payed $200k+/yr
Chief: "I'm listening to you, shutup."
That's one of those quotes that you can't even make up. So hilarious.
I noticed that too. 😅
Billy, Billy, Billy, Billy, Billy, Billy.
What!?
You know I love you.
Dude should have said nothing at all, put him in cuffs, put him in the car, handled his DWI, and then later let IA process him.
😂😂😂😂. I am dying at this comment. Your soo right! You can’t make it up at all!!! lol
The minute Billy threw his chief onto the hood of the car, I knew it wasn't their first dance. Billy's had enough of Chief's behavior.
100%
You cant respect someone like that
Agree!!! He got triggered and it’s not fair he has to put up with that kind of leadership.
I pity his wife 😰 if he’s got one !
I was just about to say that!! Obviously this has been building up for quite some time
The cop said “he’s drunk again” and then throwing him on the hood of that car is clear indication that there’s some shit goin on in that dept.
Exactly and I feel the same…had me thinking as to why Bruce wonders why the officer went ape shyt on the chief lol
that officer who slammed the chief is a total fcking coward for not detaining the chief and arresting him for DUI. He's on a DUI crash and his chief shows up plastered, bullies him around, and then suspends him and instead of being someone with integrity and honor he drives away like a little coward! Should have put chief in cuffs and called the sheriff for a second DUI investigation but he has no honor, no integrity, no NOTHING!
@@tonyvelasquez6776 Tony, you need to relax.
@@tonyvelasquez6776As Bruce mentioned, police (and fire departments) are paramilitary organizations. Not by what they do, but how they are organized. Their titles are a good indication: Sergeant, Lieutenant, Major, Captain. Someone who outranks you is your boss. In the military, it is really hard to remove an incompetent leader from his or her roll. It is almost the same in civilian paramilitary organizations. On top of that, many of these organizations are part of a union.
In other words.
It’s complicated.
@@coolbreeze3793 does it stink baby?
Drunk Chief nitpicking his Sergeant about a jacket in the middle of a DWI crash...
Bet Billy was sick of the demeaning drunk fuckery from his boss.
Those types always feel like there will be no slap back. That because they are in high authority, they won't get checked ever. Always check people like that, it's the only way they learn, literally. As the kids say, play stupid games, win stupid prizes.
That was my first thought. He's been suffering this man for who knows how long and he finally had enough
I wonder if he went by Willian, but the Chief decided to call him Billy to undermine his autonomy
To top it off another officer is leaning into the driver's window asking "Do you want to tell me what your first name is?" Nothing is going right!
OEM is Office of Emergency Management
Imagine you get pulled over for a DUI and you see the cops fighting against each other 😅
Imagine doing the DUI test at the same time as the police chief and you pass and he fails.
That would be afv video that would win me alot of money
I have nothing but respect for someone that is willing to put his boss in their place when they are out of line.
you have nothing but respect for a coward who lets his boss continually commit felonies instead of handling it properly? I dont! If he was so respectable he would have detained the chief for a proper DUI investigation but he's a little coward.
in fact the officer should be arrested as well for willfully supporting a felony.
@@tonyvelasquez6776 What felony did the chief commit?
@@tonyvelasquez6776Calling the Sergeant a coward is a bit hyperbolic, don't you think??? You have no idea what's going on behind the scene. Besides, to make that claim is the epitome' of armchair quarterbacking. He's a sergeant. The Chief is not just HIS boss, but his bosses boss as well (assuming they have an LT in their department anyways. . .)! As Bruce pointed out, the police force is basically a para-military organization in how it operates. You don't just arrest your commander, especially after being relieved of duty and/or suspended. If anything, he should have called the sheriff's office to the scene and had them handle the chief.
In other words, you have no clue what you're talking about.
@@wallyman292 I literally said to call the sheriffs office for a DUI investigation. The "you dont arrest a commanding officer" argument went out the window the moment he threw him into the hood of the car. You don't assault your commanding officer either. He is the epitome of what's wrong with the world today.. he wasn't scared to be insubordinate when it came to his own problems with the cheap. But he didn't have the balls to step up and actually do something impactful to the community. That is selfishness. Look at a random group of 10 military heros from the past, and at least a handful of them were initially persecuted for what they did but later were recognized for their bravery and their courage to do the right thing for ALL.
So, the chief drives to a drunk driving scene drunk and berates the sober officer for an issue with his uniform….Incredible
But billy had lint in jacket. It was extremely dangerous
@@godbyoneIt was due to the "POLICE" lettering peeling on the back side of the jacket. But it still wasn't serious enough to interfere with a traffic stop and could've been one of those things handled at a later time.
@@Unknown_Oohit was sarcasm
Who knows what happened the last time the “Chief” showed up drunk. I honestly don’t blame the Sergeant at all. Imagine trying to do your damn job and your drunk ass superior shows up randomly berating you about how you aren’t doing your job. That would create levels of resentment that isn’t fully explained by a video of a single incident.
Facts nothing new with the police department
The most important part of this video: That all the other officers didn’t immediately step in and help their chief. They were on the side of the Sergeant, thinking and feeling like him. That‘s saying A LOT!
Pretty much. Anyone with combat arms military experience can see they're prioritizing handling the scene like they should. That's not something to be critical of like some in the comments, on other videos about this incident. If anything, that's a sign that they're all solidly trained to handle what needs handling with good judgement. "Let the top on scene handle the dumbass boss while we get this done". Shows how good a Sergeant he is with that, actually. They have faith in him being able to handle the chief.
At around 8:00 another officer tried to get the chief to back off. They have all seen this before.
The Sgt. was sick of the Chiefs BS. I can tell it was just pure, pent up frustration. That slam was a long time coming.
I agree with Bruce on this. Putting the Chief up against the hood of the car was unnecessary. Billy did everything correctly up until he overreacted. The Chief of Police had absolutely no business being on scene in that condition. DUI stops are normal police business that don’t necessitate the presence of the Chief. The only exception might be if the individual being held for DUI is a high ranking Government official and his level of presence to needed to help quell the situation.
"He's drunk again." That tells you all you need to know. This isn't the first time something like that happened.
He said that just for the sake of the body camera. The cop is clearly unhinged
@@shortstop155The chief was forced to retire and that sergeant was reinstated. I think you’re the one who’s unhinged.
@@shortstop155Nah, the Chief was clearly drunk and being absurd. Walking up, off duty, drunk? Involving yourself in a DWI stop? To argue with your Sgt. you had a spat with earlier? And the cop was technically within his rights to control his crime scene. The Chief was hindering him and obstructing him. Was physically touching him. It is sort of an issue that he's his immediate superior, but I'm not sure if that even flies when the guy is clearly drunk and I'm assuming off-duty? Doesn't matter, Sgt. was already reinstate and the Chief was suspended and then retired.
@@shortstop155 the chief, was already gone before you even made this post.
@@shortstop155 Yet Chief is retiring, Sgt was reinstated
When the chief turns up drunk, he's no longer in charge!!!
Agreed.
One would think so!
Exactly
Bruce put his foot in his mouth when he said he's been pulled over 3 times for DWI😀
I mean he's still Chief
Amazing the Chief is so concerned about appearances... & not about himself.
Yep. Seems like he especially has an issue with nitpicking "Billy".
Himself what about himself being a complete a**hole...he shouldn't be worried about himself he's on scene of an accident and he's supposed to be protecting and serving only thing he did right is serve...he severed himself to many drinks ..

“Gee, chief, how’d ya get here? I smell alcohol on your breathe and you’re detained”
Says no one.
His 2 feet? Walked across the street from the bar 🤯
The police Chief Leonard Guida was put on administrative leave and Sgt. William Major was put back on duty. People started a petition to get the chief fired, sending it into the AG I believe
I don’t understand why they didn’t get the chief with a DUI that night?!
@ryanward7448 I know, talk about double standard. I think the Sgt. Handled it with a lot of self control personally.
A petition? My word, if you turn up drunk to a worksite, you're done, even if you do nothing wrong
@bibsp3556 yeah, crazy how you would actually demand law enforcement to abide by the laws you're supposed to be enforcing. The irony of him being drunk at an accident caused by drinking
@user-vp4dz6zs6e it's beyond law, it's like there's not even workplace standards. This guy was a clown
The chief escalated the whole thing. He was drunk, interfered in an investigation, and put his hand on an officer on duty.
It sounds like you’re making a christopher pullease type of excuse for that unnecessary escalation of force, police officers grab people up all the time, that drunk Chief barely touched him (obviously not making excuses for the chief, just saying everybody sucks here, Billy isn’t automatically a good cop)
Oh so you okay with someone putting their hands on you after you told them not to? You strike me as a proud tortilla, one who stands on principle and that would be a violation of your personal space regardless but I could be wrong. You could be a damned foolish tortilla and a hypocrite as well. It's one of the two and your respond will reveal which one. @@Tortilla.Reform

I would not be surprised if he drove there , drunk too , and they let him drive home.
Okay I'm from this town. It's a tiny town. Everything is on foot if you want it to be. The chief was off duty. He would have been walking home when he happened upon this. I know exactly where this is. And I can say that this Chief is phenomenal. This town is surrounded by other towns that have violence and a lot of transient people but this town has been kept extraordinarily safe by this police force. The cop absolutely assaulted his chief for no reason.
I was worried when the cop threw the chief on the hood of that car.
Then I heard one of them say "Drunk again..."
Sober alcoholic here, 20 years this year! I had gone into work every day for MONTHS after drinking a half-pint of vodka in the parking lot (for a severe alcoholic, I somehow knew NEVER to drive drunk. Just drive to the liquor store and THEN drink!) Being in a union, and having my own office, I got away with it for a long time - until I couldn't even function at work, as I began drinking another half pint AT WORK. They let me "resign." Took me two more years to get sober. A few years later -

You're right but the last person who should be criticizing the cops is a security guard. Your entire job is surrounded around calling the police to deal with the real problems. How do you not see that? Don't criticize those doing what you can't. If you thought you could do the job you would.

It seems to me that there is a history between these two. It seems like maybe the Sargent has complained to higher ups about this guy being a drunk, which is why the Chief showed up to harass him at a traffic stop. He's pointing out anything he can to complain about the Sargent, in retaliation for reporting him. Then he goes trying to get the other officers there, to get statements saying "What did you see?" I doubt it would have any bearing on their own arrest. The Chief wasn’t the officer that pulled them over nor administered any tests.

That's what I was thinking. He knows the person the reason he was trying to stop it so much, or the person is a family member or friend.
I was in OEM and I live in NJ. OEM usually stands for "Office Of Emergency Management". At times I would respond to scenes like accidents or fires but my main role was Emergency Management Coordinator which is part of FEMA and the NJSP. It sounds like the officer may also be involved with OEM and had some indicator of that role on the jacket he was wearing. But the end result was the Chief was the one who got suspended. Totally ridiculous behavior by a Chief of Police.

Yeah, and I think most of us know by now the stats that over 40% of police officers self-admitted in polls that they abused thier own spouses, though the actual number is probably even higher.
The County Sheriff Department is generally the agency that municipal police will call when they catch one of their own in a DUI. Either that or Internal Affairs. In the case of a police chief, it is feasibly the only local agency that would have authority to arrest him outside of the officer exercising a generic citizen's arrest (assuming DUI is something a citizen can arrest for in said state), as in many instances city ordinance will allow the Chief to simply summarily fire the person attempting to arrest him. Its an awkward position to be in for sure.

A few years ago, I attended a funeral for an 18 year old young woman who was killed by a drunk driver. The man who killed her and injured her friends had two prior DUI convictions.
Please don’t drink and drive.
Agree 100% We also need to get across the message that driving under the influence of drugs isn't acceptable.
And don't let these people ever drive again is the real issue.
My friends DUI was a big reason why I get an Uber. The way the injury attorneys demonize my friend accusing him drug and alcohol addiction (which was a lie thank you for discovery and mediation), that was a "I'll learn from your experience without learning first hand".
good legal and approach to life advice, that is why I watch your channel. thanks Bruce and Mike
That’s the Chiefs friend that was pulled over 😂 and he’s trying too get the person off by talking to the sergeant.
maybe; maybe he's just trying to make himself feel good by exercising his authority over subordinated, however.
Source?
@@iceli9395that's more what it looks like, very controlling, not even letting him leave wtf ?
Oh😳😳😳
@@Jason-ep4ps Even if there is no source, its very good deductive reasoning and makes perfect sense. Why else would he show up out the blue at this time drunk?
It almost seems like the chief and the dui suspect were coming from the same party. 🤔
My ex-husband, an ex-assistant fire chief got drunk at the town’s annual festival, broke into the street department obliterating the door in the process, and took the street sweeper on a joy ride. The police chief brought him home after his joy ride in the street sweeper, he stayed till the police chief left, then got on his Harley and went back into town at 2:30 in the morning. The police chief brought him back home, joked around that his b.a.c. was .324, and then my husband finally passed out on the kitchen floor. He got suspended for 30 days for the whole incident. Several years later, my ex and the fire chief were both suspended, eventually terminated and convicted on charges for claiming overtime they weren’t entitled to, falsifying records and theft in office.
Good grief! Glad to hear he's your ex. No one deserves that drama in their life. I hope your ex gets his life together, especially if y'all have children.
Jeeeze!
😱 I’m wondering if he claimed overtime for cleaning the streets in the middle of the night? Although you could write a book about his antics, it sounds as if you’re better off without him in your life.
Why out all this info out here 😂😂😂
@@smokinboof3669 I mean, the news covered both incidents so why not? Just another example of a drunk public servant out in the public he’s sworn and paid to serve.
Appreciate the update, this was so crazy oh my gosh.
There is a lot of history here.
My father was deputy and chief for 20 years and he drove drunk absolutely zero times how can you lock people up for the same actions you take and sleep at night that’s the biggest problem in America at this point no one takes responsibility for themselves yet push rules on others rules for thee. Not for me
Integrity in the truest sense of the word and he truly is an unsung American hero he gave 35 years of service blood sweat tears and not once treated anyone with disrespect, after my two tours in afghan I was hooked on black tar and my father though apart from me managed to open 12 halfway houses and 4 suboxone free clinics to help others like me who were fighting for thier lives half my family are cops and it’s sad and pathetic that the few ruin the looks of the many fine officers that put their lives on the line daily
Maybe the chief doesn’t go after people for dui. There are cops who don’t believe is pushing DUI’s unless an incident actually occurs.
The chief has no reason to stop anyone especially off duty in fact my father would NEVER STOP all you’d be doing Is creating more of clusterfcck no one wants thier boss breathing down thier necks especially when dealing with something as dangerous as traffic stops…..
And btw NO ONE gets a dui without a situation occurring in the first place, to get the cops there something went wrong lol
You dint know if it was zero times
Fair enough I could not know if it’s zero in fact I’d say there were 0.0001 % that for some stupid possible personal abuse of power could have occurred but if the person was actually drunk it’s justified if not I’d say even less than that occur
I am two years sober today 🎉 watching these kinds of videos help remind me why I can’t and won’t drink 😂
Congratulations!! 🎉
I do the same thing, it’s a great reminder of how things used to be!
Good job!
@@misskitty2710 Good job!
Just hit 12 years, same day! 🎉
Should call the mayor or city attorney or the prosecutor office . If the chief is on scene like that have the state come in and take care of the chief
I enjoyed this very much.very informative.
Good job to the Sgt! My Chief of police was also arrested for obstruction during a traffic stop! Chief is an appointed position !
What did your's do?

In no way, shape or form, was that "assault" by the officer.
The officer detained/secured the person who assaulted HIM, by placing his hands on him.
Get it right - and the Chief absolutely deserved MORE than that.
The officer should be commended for his restraint.
I totally agree and the Chief should be fired and the officer should receive an apology .
You're stark raving insane.
This Chief was NOT fired for this. I repeat, he was NOT fired and is still the Chief. Only got suspended. Let that sink in.
He's actually on administrative paid leave.
Repeating something that simple and adding ''Let that sink in'' is so condescending. Like _you_ get it, but we're all too stupid to take it on board.
Hi Mr Rivers. I do enjoy your informative and funny analysis. And I truly enjoy your style. Very sharp!
I used to skip the Eforms commercial, but now I have to know what's going on with your grandmother 🤣
I'm betting these officers have been dealing with chief's drunk antics for a while. It seems like Billy and this chief have a very close relationship and Billy is angry with the chief for putting him in that position.
This has become, by far, one of my fave you tube channels! Great job!!!
And no charges were filed. What a surprise.....
"Jeeezzz dad your embarrassing me in front of the guys!" Lmao
I can't believe they planned to let the Chief DRIVE away from the scene.
Based on what evidence? Do we know he drove?
Bruce to put this into perspective.
Imagine you were at a felony stop with this car. all the officers had weapons drawn, and asking him out of the car.. Then all of a sudden your fucking Chief comes up to you, you need to change your jacket! This wouldn't happen and shouldn't happen, its called obstructing chief of police or not. DWI or felony gunpoint. Stop
*UPDATE*
Chief Leonard Guida of the Bradley Beach Police Department was suspended after reportedly showing up to an accident scene drunk, then getting in a scuffle with one of his own officers.
The Sergent Major is back on the job with no disciplinary issues
Living a sober life is the best decision I've ever made.
Great Advice Bruce Rivers. Thank You Gentleman For Such Wonderful Content, It Has Been A Stressful Past Few Years And You Make Me Laugh Which Is The Best Medicine Of All.
Honestly, Bruce's grandma is my favourite person of all time!
O.E.M. - "From a public safety and law enforcement perspective, the Office of Emergency Management exists to formulate, implement and execute a system of procedures to control personnel, facilities, equipment and communications in times of crisis and major incidents."
well there you go == maybe they were in the right place at the right time. Let them know the chief is sauced, driving, and giving stupid, dangerous orders and expecting to be obeyed. See if OEM will take an interest for the sake of the city!
9:00 OEM = Original Equipment Manufacturer 😂
Your the man, Bruce. I really like and appreciate how you take us through these things with common sense and trustworthy legal advice. Cudo's, man 👍
Sheriffs office should have been immediately called. No one in that department has any authority over him. So they needed a 3rd party who doesn’t answer to the chief.
Finally, the only right person here.
