It was always considered north west Iran. The territory was always Persian, ottoman, and then Russian. The Azeri people are Mongals and tartars who settled there over the years. Even the ottomans brought in 250,000 Mongals tartars to settle there to balance out the Armenian Christian population. The ottomans wanted people who would be in more favor to them.
