IMO, if Master Aemon had a dragon's egg as his inheritance for being a Targeryan heir before he became a maester, then it needed a lot of magic for it to hatch which when he brought it with him to the Wall has a lot of magic to spare. His relatives likely let him keep it since he's not after the Iron Throne and that he can keep a secret as a Maester. He'd be the best person to keep a secret for the location of other dragon eggs that the Targeryans had kept after their losses from the dance of dragons. Also if Aemon can warg, then maybe he lost his sight early for trying to warg into his dragon too often trying to keep it away from the Wall so that a living dragon isn't noticed around the North. Letting Jon bond with his dragon verifies his claim as a Targeryan and the true heir to the Iron Throne.
