  • US police forces are increasingly using military-style tactics to carry out even the most routine daily operations.
    The number of SWAT teams and SWAT-style raids across the county have skyrocketed in the last few decades. SWAT raids occur at an estimated 50,000 raids per year and a majority take place for low-level crimes.
    It is a trend that is being propped up by billions of federal dollars in Homeland Security grants and access to free military equipment through the Department of Defense for civilian law enforcement agencies.
    In the past, police SWAT teams were only used in extreme circumstances; today, they are increasingly sent out to perform routine tasks.
    Nowadays, there are tens of thousands of military-style police raids every year. But only the worst cases make the news.
    Fault Lines travels to California and Tennessee to look at the effects of the increasing militarisation of US police departments.

    11:16 "Search warrants." Yep last year over 75% of all SWAT usage was to serve search warrants. Think about that... We essentially have soldiers serving warrants.

      Not actually, it was to serve *drug* search warrants. Yes, I know where you got this, but there seems to be a little embellishing going on. They are not soldiers, if you want military acting as police, look up how Russian "police" deal with barricaded suspects. Not exactly the same thing, eh?
      Also, SandraClark, we are not in a state of martial law. Look it up, people with guns raiding and barbed wire on beaches and nightly blackouts are not the same thing. Trust me, you would know if we were.

      “No knock” warrants should only be used in the most extreme cases. If you barge into someone’s home looking like you’re going to war, you’re going to get one. If a couple guys in button up shirts with ID badges knock on the door, maybe they’d be able to secure the occupants of the home by, you know - talking.
      Edit: I am not so naive to think that simple ‘knock n talks’ would work every time. But I think cops should complete a risk assessment prior to executing search warrants. Weigh the pros and cons of the various operational tactics at their disposal, and try to choose the one that’s safest for everyone involved - not just the police.

    My sister almost died in a SWAT raid. She woke up with a gun in her face. Police had been called on a couple arguing next door and they got the address wrong.
    There was no need for SWAT to respond to a domestic dispute with such force. It was one of those teeny tiny towns that doesn't need a SWAT team, but since they had the toys, they felt like using them.
    In the same town, the police refused to visit the scene of a burglary when my friend reported it. They are not interested in solving crimes. They are interested in using toys. The results are deadly.

      @Daniel Natale Any bunch of thugs can shout POLICE or SEARCH WARRANT - Also, if a police officer knocks/bangs on your door and shouts POLICE or OPEN UP, they are supposed to give you reasonable time to comply with that instruction. It is quite clear from actual footage of real events that they only wait a couple of seconds at most before smashing the door down and piling into some poor bastards house. If you are in bed at night, a couple of seconds does not even give a person chance to wake up and comprehend what is happening, let alone get out of bed, get dressed and answer the door.

    Sometimes small things turn out to be significant. When I served in the US Marines (MEU/SOC), my unit was tasked to train with either the LAPD or LA Sheriffs Dept. It was "joint training", where we would learn more about urban combat and the police would learn to employ military tactics. Fortunately, I was able to avoid that duty, but while at my Dad's home that weekend (in LA), we saw our Marine CH46 helicopters flying into downtown Los Angeles from my Dad's back yard. I remember explaining to my family that that was my unit in a joint training exercise with the police. That was in either 1988 or 1989. This is something that should NOT be happening in America. Take that from someone who has had the unfortunate experience if looking down the barrel of a rifle at men, women, and children, of all ages.
    I don't think that most of us want that in America. Next step, lethal police drones.

    This is the Antelope Valley area NE Los Angeles County, I live in fear everyday with LA County Sheriffs, as a Sr.citizen we are at their mercy. When I'd call the sheriffs to protect me, they were too busy to be bothered. If there is no money for them to steal from us they ignore citizens. It's all about money and drugs. what a shame this has happened to America. WE must have another Revolution to Restore our RIGHTS. BUT here we are now, told we must stay home or face arrest. America locked down. Remember 1776 when we had the guts to stand up and fight for JUSTICE. SHAME

    I am a 29 yr old w/m from Boston.. Bostonian through and through I love everything about my city well close to it..lets not over due it..I also come from a "blue" law enforcement/multi branch military/Educated in every sense of the American criminal justice our system of laws from state to federal. Ever since I was old enough for my father and uncles to send me to the fridge to grab another cold one and partially understand I have been surrounded by fam/friends all they had to do was whistle as long as I kept the beers flowing for them I was able to stay up all night. Naturally as I grew there wasn't a career path I even thought about for other possible consideration, I was "groomed" and my uncles new this swat VC/Robbery,homicide cannot forget the war on Drugs many top level detectives who eat breathe sleep police work. So i wanted to learn as much as I could, train as much as possible be the best , win the fight every fight and do it right, the foot pursuits and every police officers favorite.. the high speed vehicle pursuit with a text book PIT maneuver when the right or most of the time the wrong opportunity presented itself. This Doc. couldn't have hit its mark any clearer. I stand for law enforcement 110% but before that I stand for my fellow human. The escalation is getting worse there is needless spending as well as everyone's favorite a little something called civil asset forfeiture its really nice. I tell you one thing in these times yes..teams like this are a very necessary tool but we need to reevaluate the whole entire system we need a reasonable competent administration that can relate with the 99 percent of us and get our whole government starting with healthcare followed by the criminally justice system and its resources the money we dump over seas while we need serious funding for resources back home. Could you imagine the trillions we have poured into Afghanistan and Iraq meanwhile im on the side of the road helping another American change a tire from hitting a 1'2" pothole on from winter 2014. I'm buzzed and ranting a little here but this piece spoke volumes to me.Lets start helping each other out if your a cop with rank and the ability to fire immoral incompetent indecent indecisive power hungry trigger happy officers pull them and everyone as a whole just slow down and be good to one and other the way things are going I think were in some serious fkn trouble.We are the proudest absolutely richest most powerful nation made up of a melting pot of the smartest most beautiful people inside and out lets get it together.. .that is it i'm done great piece @aljazeera

    my neighbor got raided while they were sleeping, they're good people and they had a guard dog and two babies the cops broke into the house the guard dog went to protect the family and was shot and killed the cops destroyed thousands of dollars worth of things in the home they found nothing and apologized to the family and left they went to court and only got 2500 hundred dollars for the damage and no one was a rested for killing the dog..

    Expansion of SWAT actions had been expanding for some time before the reuse of military equipment program. The perceived need and desire for SWAT action is the bigger problem.

    The truth of the matter is that with intense militarization of the police force they have changed the mindset of the police objective. A police force is supposed to look at ARRESTING whereas a military group looks at KILLING. This is why the RCMP gave anti-terrorist duty up and over to JTF2, it was because they didn't want to change their objective of arresting suspects.

      @@TheSamsOutdoors Yeah unless they go to the wrong house like several of the people in this video. Not to mention that most of these situations are over drug raids which are victimless crimes. And of course we all remember about a year ago when the police in Houston falsified information in order to obtain a warrant that turned out to be complete and utter bullshit resulting in the deaths of a man, his wife and his dog and several of the officers being shot over absolutely nothing. If you don't see a problem with this then you should probably be wearing a helmet to do simple day to day tasks.

    They basicly did a gangland type murder on that Marine protecting his family. What ever happened to saying "drop the weapon"? Some of these cops are yellow to the corps. They see a mouse move and they throw a grenade. As a fellow Marine myself I find myself disgusted at what is happening. Bottom line, it will come down to Us against THEM. Time to close the police departments down, and reevaluate our law enforcement needs. Not ALL situation are as dangerous as they want them to be. Please, can't we all just get along. So sick of war mongering, I thought I left all that in the middle East. Now I know what those people felt and went through. NO US CITIZEN SHOULD HAVE TO FEEL UNSAFE FROM THE POLICE, EVER.     man that's how the OJ simpson case was bungled. the cops moved the body and the gun before investigators got to the scene to make it look like a justifiable shooting when in fact it really wasn't. to me every cop is a potential killer with a badge and must not be trusted too much. whenever i encounter cops i just play it all by ear, be nice and respectful (because if you give respect you'll get respect in return), don't do anything to alarm them to where they end up pulling their guns by keeping your hands visible at all times.

    I’ve lived in australia for the past 25 years I have never seen a armoured vehicle. I have never seen a rifle. Cops here only have smith and westerns or glocks and use them once in a blue moon.

Hate crimes are on the rise and all but yet you don't see this kind of policing. The woman in the video is white which is obvious you didn't is watch. My question to you is what does the policing style of law enforement have to do with immigration. Should Police now change to a more aggressive policing style just because of increasing immigration?     I find this sickening. When you see our allies' local or national SWAT teams, they are extremely professional, more often than not they end up arresting the people rather than shooting them. These local PD SWAT teams are often than not, a bunch of patrol officers that plays SWAT when they are called. The FBI HRT, SAS, GIGN, GSG9 and other Counter Terrorist teams that I have met have extremely different mentalities. Now there are some good SWAT teams out there, but as I said more often than not most teams out here in the states are pretend play SWAT teams whose members are not military SF trained, unlike the examples that I mentioned.

    This kind of stuff does happen in Australia except our cops don't use SWAT teams armed with MP5s, AR15s/M16s and MRAPS we use riot squads armed with glocks and four wheel drives. We do have SWAT like tactical police units in Australia but they're the last resort.

    An 80 yr old man lying in his bed is not a threat to anyone and there is no "standard" procedure that should allow his murder. There needs to be less reliance on guns in the States to solve problems. Whatever happened to the police negotiators? Whatever happened to treating others like human beings?

    🙏 thank you for your video. I don’t live in an authoritarian prison. It’s supposed to be a democratic government. I’m not sure what dimension I’ve been living in though, but, this one has a good bit of brutishness in it. Nothing more imposing than a big truck “armored”, parked on your lawn. Hey I’m into recycling and I’m glad the military is just giving our police force free “military” equipment. With out any regard for the use of it against us. I remember when the police had raided 50,000 people in their lives over all America. We as a divided people are in no position to stand up to our police. The police program of see something say something thing has planted a virus in our minds that our fellow citizens are crazy drug dealing people and need to be eliminated by them, okay, I added that part. Bottom line is that you cannot give the keys to a jet to an untrained person. That goes for “military” equipment too. I’m sure people here aren’t going to see the value of recycling equipment to the police. They see and hear a bunch of people in military gears screaming and shooting at them. They are not sure if they are going to die for nothing. They see invaders. We have a right to self preservation and they have no problem with killing people who don’t comply with their demands. I’m sorry for us citizens, if we could only rise above this madness, before it kills us all...

      My sister almost died in a SWAT raid. She woke up with a gun in her face. Police had been called on a couple arguing next door and they got the address wrong.
      There was no need for SWAT to respond to a domestic dispute with such force. It was one of those teeny tiny towns that doesn't need a SWAT team, but since they had the toys, they felt like using them.
      In the same town, the police refused to visit the scene of a burglary when my friend reported it. They are not interested in solving crimes. They are interested in using toys. The results are deadly.

    In relation to what the first woman said about the gun should not have been moved. Surely this is just where they would have kicked it out of his hand(assuming he had it of course). I cannot imagine a potentially dangerous suspect would be left with the weapon , even if he was expected to be dead.

      Why not just knock and announce? Is it really worth risking lives because someone who already has a case against them might flush some drugs? Why not cut the water, and wait them out?

    Maybe you don't realize, civillians have access to plenty of firepower. Police should have the same access. If the Las Vegas Shooter can use all of the guns and magazines he used to kill, then the officers that respond need superior firepower.

    Probably... Just probably, officials and specially their financial backers during elections are aware of the fact, that globalization (Export of Jobs for the import of cheap goods and multinational corporations with tax evation strategys) and automatization, paired with our boom and bust economys, PLUS class and racial seperation in the US means civil war times are near. Just probably.
    Other than that I would be enough for several countys to share one or two SWAT teams. Like thoose Ambulance Busses. If SHTF, they can order them from their neighbours.
    I don't see another use for all this gear but using it against civilians and civilrights leaders personally, protesting all that what I have written above.

    SWAT TEAMS SHOULD ONLY BE USED FOR ACTIVE SHOOTER AND HOSTAGE SITUATIONS AND ANYTHING RELATED TO THOSE, AS WELL AS BE USED FOR INCIDENTS LIKE THE 1997 NORTH HOLLYWOOD SHOOTOUT WHERE YOU HAVE 1 OR MORE BAD GUYS ARMED WITH AK-47s. otherwise why even use SWAT for daily routine operations?

    The methods of policing in the u.s. has gone passed civilised behavior. It is high time the police see themselves as protectors other than executioner. I have come to know that right across the world in every jurisdiction professional employed by government agencies will act in support to cover up for their colleagues. Even doctors, politicians do this. It's refers to as closing ranks, meaning everything possible that can be found to safeguard and protect their colleague is done. From as high up as the DA all the way down will support the circumventing of standard good standard good old policing. But by following proper standard procedures this can can open them up to being dismissed, charged and sent to prison.

    see, we should just let the government have all the guns....they will protect us. I don't understand why people aren't outraged that the swat guys carry an MP5 but it would take a team of attorneys for a civilian to legally buy one, plus about 100 grand.

    Same weapons as military, same armor, & same tactics develops same tactical responses, and "us vs them" mentality. Except in this case the enemy is civilians and most of the tactics ends in death to the "enemy"! They shoot until there is no longer any threat , aka "moving", (or they run out of ammo)! In a lot of cases body cameras on police are only as good a witness as they want it to be! You cannot rely on civilian cameras as they are usually kept a good distance from the scene or are so nervous that it becomes very hard to hold camera still & on target! If law officer tells you to stop filming him, that's a sure sign that he wants his actions to be in total anonymity! Heaven forbid the "enemy" gets you on film! That could mean accountability! I'm 70 years old and have seen these types of actions develop over a long period of time but it quickly accelerated following creation of Homeland Security (which is a oxymoron if I ever heard one)! After twin towers I started thanking all forms of authority for their service, not just soldiers but in the last decade I have taken a back step to just thanking soldiers. I firmly believe that the towers went down because the shadow government was orchestrated it! They needed an event like Pearl Harbor to rally public support for starting a series of wars. At more than a decade of fighting terrorists and a lot of good soldiers dying unnecessarily I now think that rally point no longer holds water! The military industry that profits from selling our military more and more weapons of war wants perpetual war!! Yes sir, keep that golden egg-laying goose well fed and happy!

    I'm a combat vet and I didn't have the equipment that they have while I was in combat in Vietnam. Why in the world do they need with all that combat gear? Also, I have to wonder just how they would do going up against a real enemy force?

    When a country has raped and pillaged outside of its borders and has eliminated its"enemies" they turn their guns inward to their own population. This has been going on for thousands of years and the outcome is always the same. The population gets tired of the abuse and fights back, either actively or passively through work slowdowns or stoppages.

    Good documentary; shows the disturbing trend that is taking place in the states. Perhaps watching this documentary and reading a few articles wont suffice for my anti-militarization of the police, but it strongly puts me in favour of it! Here where I live (UK), The police have only relatively recently started equipping themselves with taser-guns, and not even all of them have them; they have the balance right, and I believe that, in spite of the saturation of guns in the society of the US, using heavily armed police in mundane contexts, is erroneous.

      If you are so gung-ho about demilitarization then maybe you should watch some documentaries about the cartel and American street gangs. You may feel different then. The problem is that the media is very choosy about what they do and do not cover. For example they choose to cover stories against the police rather than ones they are supporting the police. Why? It gets more views. Oh, American cops are required to carry tasers at all times (unless they are in street gear).

      Fair play, you do make a valid point. Perhaps this issue is much more inherently linked to the lacking of gun-restriction laws in the states; allowing relatively easy access to guns, to most people. Howbeit, I did point out (and I do focus more so on it) that using heavily armed units like those shown in the video to execute actions against those who have carried out petty offences is something that I believe, crosses the line.

    They have military kit for a non military situation. It is Police against a tiny fraction of their fellow citizens and results are not measured in body count. Solution is good leadership and mature personnel. Every screw up makes yet a bigger gulf between the public and "their" Police.
