It can be done in an athlete's own time, as you only get limited time to work on court. It could also be used as part of circuit training pre-season. Resistance bands are not overly expensive, athletes should purchases them and choose the age appropriate strength and be supervised where possible. That's a great question and was not answered by the video. With heavier bands to build strength we suggest 8 to 12 times, for endurance and power use lighter bands with 20 to 30 reps depending on lightness and desired result.
