In spite of the $52 Billion in US Government funds and $480 Billion in private funds, the US will marginally improve, or the situation will worsen. Why prop up companies who are incompetent in chip manufacturing? Asia manufactures 77% of chips globally. This gap will widen. The intrinsic problem is that the right and necessary information is often unobserved, unrecognized, or insufficient to prevent problems that have already been solved. This manifests itself in lower chip cost (due to higher output and high yields) and superior device performance. In a nutshell, the collective and cumulative engineering skills in TSMC and Asia surpass that of the US by a large margin and there is no program in the U.S. that closes this gap. This is both a cultural problem and a lack of technical understanding at the high levels of the company, wasting money on Machine learning and AI, being marketed as magic bullets while not improving intrinsic engineering skills or the waferfab performance.
