Just putting this out: trying to cut anything longer than the blades or wider than the bladespan won't work with scissors. A proper knife is also more effective at cutting stuff as long as theres something underneath it. Not to mention that cleaning them out fully takes way longer than cleaning a knife. Theres also the amount it takes to make them. A scissor is basically just two knives that are connected at their center of balance, so it'll take double the amount of resources than a knife of the same size. TL;DR, scissors are better for small stuff, knives are better for larger stuff and are easier to produce and maintain.
He probably just needs to sharpen his knife and use a better cutting technique. Pulling the meat away from yourself while pulling the knife towards you makes it easier to cut
