Toyota/Honda are behind the EV wave because they went down the dead-end of fuel-cell. If it wasn't for the fuel-cell failure both toyota and honda would have multiple EVs right now. They blew their R&D budget on fuel cell. It's their lack of funding that is causing delays.
You want to see how badass an EV can be? Check out the Ioniq 5N. The reviews are through the roof across the board with it's engagement and it's obviously because they can mimic gas performance.

I would argue the likes of Toyota/Honda would have to throw caution to the wind to blow through any budget they have. Considering the billions they pull in yearly. What I believe is they set a certain amount of money to see where they'd get in R&D and then dialed it back to confirm the market was mature enough for it.
EVs I believe are included in that idea. Not that they won't do it, but both those companies are methodical and won't kill any sales of their current bread and butter models, for the idea of just throwing in a EV Camry or Accord. I wouldn't see any of those increasing their sales, as their market has yet to ask about that enough to warrant a shift in R&D.
Also, you should check out some of my older podcast episodes, as I've talked A LOT about the Ioniq 5N and what I love about it. I think that car is great!
