He is clearly filming the final assambly before getting the toy dirty. Then he is filming the part where he finds it and all that repairing.. you can see that the paint don't even match..
He didn't even mention the electronics part, lol. I don't know how an RC vehicle can work without even touching the motor driver and the receiver part...
There is no way that he can get the plastic hull that white and clean- this is definitely a new one. I doesn’t look like a real restoration. It seams like he is just assembling a newly bought kit

I would use bleach & a brush to clean plastic & it seems to me that at 6-36, the boat was spray painted.
