Luffy doesn’t go 4th because he knows he hasn’t solved the fundamental problem of hitting Katakuri. Nothing has landed and every time he has actually touched Katakuri, he was countered and one-upped. If Gear 4th doesn’t finish him, will leave Luffy vulnerable.
