Citizenship Limbo for Dominican Haitians: Dominican Deadlock (Dispatch 2)

  • A 2013 ruling by the Dominican Republic's top court rendered hundreds of thousands of Dominican Haitians in the country effectively stateless by revoking their citizenship. After an outcry from the international community, the Dominican government passed a law allowing residents a pathway to naturalization. The deadline for those registering for naturalization at government bureaus around the country was Wednesday, June 17.
    VICE News traveled to Batey Naranjo, a small rural village on the outskirts of Santo Domingo that is primarily populated by Haitians or Dominican Haitians, and spoke to residents about their confusion and concerns as to the ramifications of the naturalization deadline.

    I'm Dominican born. As all of you are outsiders you only know what you have seen or heard never witnessed. The Dominican Republic is about as good as third world gets. Unreliable Electricity, No running water in 60% of the country, a quickly diminishing agriculture, rapidly climbing crime and poverty rate. The country is being choked to death because it has to share the burden of Haiti. During the Haitian Earthquake a few years back which country was 2nd behind the US in total aid? The Dominican Republic. This has nothing to do with race as Vice chooses to say it is. This has all to do with politics. The Haitian gov't has done nothing to stop its people from from flooding into DR ever since the 1940s. The DR simply cannot sustain an extra million illegals when it cant support its already 10million people. Don't always believe what you see or hear, its all propaganda. The DR is not the USA where millions of illegals reside in the country and realistically it does not effect everyday life, in DR 1 job to an illegal Haitian is literally one less job for a Dominican citizen there is no welfare in DR you cant just sit around collecting checks. You have to go out and find work. The country is doing what is has to do to protect its people, its heritage, and its ass. These so called Haitian Dominicans will be accepted with open arms into Haiti. Then they will crawl back into the country.

    Real facts:
    In a census done in 2012, there were 524,632 legalized citizens recorded to be living in the Dominican Republic, 64% of which were Haitians. This represents around 5% of the Dominican population, and did not account for the amount of illegal immigrants residing in the country.
    For a second let’s ignore the legal population, because they have not said a word throughout this ordeal due to the fact that their Dominican status is not being threatened by this process (although this fact should be considered by people worldwide because if they are so at ease, they are surely not being persecuted for murder).
    Those immigrants who are in DR illegally have had access to the following privileges within the country, despite their status:
    Education. Illegal immigrants have been allowed and encouraged to enroll in schools and universities.
    Healthcare. Hospitals do not refuse medical attention to the constant inflow of Haitian mothers coming in to give birth, and leave the facility without paying a cent. Neither is it denied to anyone who shows up at a public hospital with an emergency.
    Dominican hospitals are deficient, but they are equally deficient to Dominicans as they are to Haitians.
    Work. Illegal immigrants are allowed to work without proper documentation. This is illegal by Dominican law, but the country has chosen to look the other way in order to mitigate the crisis of unemployed immigrants.
    Access. Hospitals have pamphlets and posters in Creole as well as in Spanish, giving Haitians access to information.

      Animurh Here is how it works most likely the mother comes from rural Haiti where the custom is to have plenty of children. It usually takes a generation or two to break that custom among any immigrant no matter black, brown, light, or white. Most likely those 9 children will either have none or less than 3 children of their own unless she force to move back to rural Haiti. Its same way with Central American immigrants in the USA, the next generation fertility rates plument

    VICE used a Colombian woman who is from the Unitedstates to go to the Dominican Republic and concentrate on the Haitians who did the wrong move and waited until the last second for residency. Then she goes into a predominantly hatian area where a woman has 9 children...hatians aren't recognized as citizens at birth because of the ignorance of parents who don't go through the process of a paper work that is necessary.. The report was biast & paints Dominicans wrong

    Dominican Republic has the right to establish and enforce its immigration law. In this small island have to set the tone to establish order. This mushrooming Haitian population must be control and force Haitian government to handle the mess they have cause.     I do not understand why they do not understand the math behind immigration. For example: the women who illegally immigrated in 80's. had zero money for herself and her 2 children at that time. She has since had 7 more children. No money for them either. I guess it is a waist of time to ask about the father(s). If you do not have any money to feed yourself why continue to have sex and create more children. This is why I have always had a difficult time sympathizing. Stupid is what stupid does so deal with the consequences of your actions.

    Haitian and Dominican citizenship is obtained only through Jus sanguinis.
    Though I disagree with the concept, it is the law of each country.
    So I don't understand how this video doesn't explain that, and why the Dominican government is enforcing the law and requiring every foreigner to regularize themselves.
    It's misinforming.

    I wonder if all the dominicans here who are in favor of deporting haitians to their own country would accept if Puerto Rico deported dominicans back to the Dominican Republic and created them the same social and humanitarian crisis they are reating for the poor haitians. Over 100k dominicans here in Puerto Rico either came illegally, or are sons and daughter of illegal inmigrants. Although coming poor, we have integrated them to our system, supplying them with jobs, health system, education system for their kids, helping them escape poverty in our island and send money back to their families in the Dominican Republic.
    The UN and all Latin American countries should intervene to stop this humanitarian crisis by threatening sanctions and freezing oversea assets of those political leaders in the Dominican Republic who approve of the mass deportation of the Haitian communities.

      Also, the point is that regardless of what they call them those people where born in the Dominican Republic and that should be reason enough for them to be citizens, and not migrants. You can't migrate to the country you where born in.

    The big problem behind this controversy is that Dom rep is fed up of of haitians in particular because they don't respect the constitution of the Dominican Republic. They're very sturn born with idea of unifying the island, that's what happens when you don't respect other nations. They did also in Bahamas and others Caribbean countries.     I have something to say about citizenship in general in most places of the world. The man and the community in the beginning although of Haitian descent, spoke like Dominicans and clearly identify as such. These people should have the right to citizenship if they truly identify as Dominicans. On the other hand, if an individual identifies more as a Haitian, his/her citizenship is Haitian and they should have a right to residency. Residency and Citizenship are not the same thing, and as a Dominican, I think it strips us of cultural identity to grant citizenship to people who identify as Haitian. The solution is to grant residency, the problem is that many individuals don't have legal documentation, so they can't apply for legal residency.

    Tried to ask this question before but no one answered, if you are entered DR illegally i agree that's a crime and you should deal with the consequences, but why does the law have to go back to 1930. in essence if someones great grandmother came illegally to DR had children, those children have children who by all intensive purposes are Dominican by birth, culture, language food how do kick that person out and tell them they are not Dominican. That is a question which needs an answer. someone please give me a non biased non emotional logical response.

      Nico moreno it's called JUS SANGUINIS and most country use that medium to give their citezenship, if one of your parent is citizen or at least resident you can get the nationality, haitians laws are even harsher for you to be considered haitian one of you parent must be haitian citizen(born and raised), is the law is not meant to be emotional but rather more rational in the sense of protecting the country and their interest.
      also those people were given the citizenship after a large process of regulating our inmigrants because of international pressure, the ones that have trouble are those didn't signed to the process or lacked documents because the haitian government has been very indolent with their people.

    do not worry, come to America, you do not need documents, just cross the Mexican border and when you get here will give drivers licenses with documents, free housing, free education, free food stamps and free medical all on the American working class.     Great example of what those people do: uncontrollably have children and pay no taxes and we have to take care of them in our hospitals providing our public resources to people who hate us and discredit us internationally.

    Dominican Republic is a poor country that can not be done by Haiti.
    The Haitian constitution says that every son of Haiti is Haiti where Nasca Nasca.
    European countries such as France are those who have to take care of haiti.
    In the Dominican Republic there are more than 3 million Haitians. Haitian women consume all hospital budgets.
    Haitian women have 5 children on average.

    This journalist should go to Bahamas where Haitians are deported, Should go too Cuban when they get there by boat, they are deported too. Should talk to USA that provide year and halve to sty in USA then they have to go back. In DR there are 3,000,000 millions being here for 6 years without paper. Haitian government don't even provide them with document. Many this people being dump without documentation, coming from jail, mental institution and expect another poor country to take care of then. Haitian government are irresponsible dumping all this people in DR.

    Haitians are very good people, they are very good doctors,lawyers and neurosurgeons, in fact our former Governor General of Canada, the Honorable Michaëlle Jean PC CC CMM COM CD FRCPSC is a Canadian stateswoman and former journalist who is the third and current Secretary-General of the Organisation internationale de la Francophonie. Her appointments point to the contributions Haitians have made to North America and to the west, Haitians work has been recognized in Canada and in England, Haitians make Canada proud and have a strong place in the Canadian political landscape and are ardent law makers and legislators from Montreal to Ottawa to France. It saddens me and members of my organization that Haitians and Jamaicans face racism and economic marginalization and even violence while seeking refuge and to find a better life. I would like to tell the government of Dominica that the world is watching.

    Whoever made this video would do their homework and learn that no matter where in the world they are born the children of Haitian citizens are Haitian citizens and of you have a baby in Haiti the baby is not Haitian, because Haiti constitution says so. Look it up. They are not in limbo, they are Haitian citizens. It’s nobody’s fault that Haitian government is incapable of providing they’re nationals with documents.

    Haiti has the most racist history in the western hemisphere and that's why its population is so homogenous. After the so-called liberation of Saint Domingue (so-called because they paid France a huge amount to be "free"), Haiti executed the most complete ethnic cleansing on its turf after carrying out a genocidal execution of everybody who didn't look like them.
    In 1804 the whole island was NOT under haitian control. Haiti freed ONLY roughly one third of the island (present day Haiti, a name stolen from the indigenous). But the other roughly two-third of the island, Santo Domingo, was at the time still under French control. Santo Domingo became a colony of Spain again when Spain seized it from France via The Battle of Palo Hincado in 1808. From 1808 to 1821, it was known as The España Boba. In late 1821, without any haitian involvement, a dominican named Jose Nuñez de Caceres started a revolt that overthrew the spanish reign. This period is commonly known as the Ephemeral Independence because it lasted only three months. In 1822, Boyer unified the two countries for the next 22 years via a pacific invasion. The main goal of this unification was to help Haiti pay for it's paid "independence" from France. During this time span, the dominican state was heavily taxed and haitian racist laws caused the dominican population to be cut in half.
    In 1838, Juan Pablo Duarte started the movement that overthrew the haitian ocupation for good in 1844. But Haiti didn't give up. Haiti invaded the Dominican Republic for the next 12 years under the leadership of emperors like Faustin Soulouque. It it important to also mention the massacres that murderers like Dessalines and Christophe carried on innocent dominican men, women and children (haitian "historians" have unsuccesfully tried to mask these massacres as attacks aimed at french and spanish colonizers, but it's not the case). One of the most infamous massacre is The Beheading of Moca, in which haitian troops beheaded dominican children. Also notable was the burning of cities like Santiago and Moca in El Cibao. Dominican liberator of Cuba Maximo Gomez fought against haitian invaders early in his military career to protect The Dominican Republic.
    Toussaint Louvertune (who originally joined Spain to fight France in the island) didn't abolish slavery for long because Napoleon Bonaparte restored it shortly after. Slavery wasn't abolished in Santo Dominigo (present day The Dominican Republic) all the way until 1822. The Dominican Republic has not practiced slavery since.
    Haiti still practices slavery in 2017.
    Haitians massacred us in 1804 and then in 1822-42 , their hatred against Dominicans have been registered for centuries.

    El drama haitiano como podemos ver con esa mujer que tiene NUEVE hijos y es tan irresponsable que no los ha registrado en el Libro de Extranjería.

      test7er I´m guessing the demand and price for sugar declined a lot. In Cuba for example they now produce far less sugar than 30 years ago.

      test7er The effects of Globalization that vice news promotes. Sugar Cane can be produced cheaper in third world countries where there aren't labor laws and Vice News can't report on and so those jobs are moved to those countries with even worse labor conditions than the D.R.
      So sad that the D.R. government can't afford to, Provide education to Illegal Haitians, Provide Health Care to illegal Haitians, Provide safe housing to illegal Haitians, Provide well paying easy slack work for the Haitians. Etc. Vice News informed me that it's all the Dominicans fault whenever a Haitian is poor or hungry.

    I am Dominican. I am very ashamed of this happening to the Haitian.
    I think if the D. R. is doing this to the Haitian; the USA needs to pass the same law to apply only to dominicans born in the USA. Also they should make illegals for dominicans living in the USA to send money to the D. R.
