    The reason why haitians, pro haitians, and afro centrics, call dominicans and the Dominican republic and their anti haitian views "racist" is because the only way they can win this argument and conflict is by making it a "racial issue". What alot of people fail to understand is that the Dominican republic fought hard against haiti to gain it's independence on February 27th 1844. Even after that independence the haitians tried multiple times to invade the Dominican republic once again to take over the whole island. The haitian and dominican issue is not a racial one but a "CULTURE" and "NATIONALITY" issue. The haitians were enslaved by the french and oppressed by their own haitian government but yet haitians only seem to point fingers to dominicans and the Dominican republic. The Dominican republic is a poor country that shares an island with haiti which is also a poor country itself. Even though haitians live in extreme poverty haitian women give birth to 3, 4, 5, children. Limited resources in haiti due to OVER BREEDING by haitian women causes a massive migration of pregnant haitian women to cross the border into the Dominican Republic. Dominican hospitals are full of pregnant haitian women to the point where they don't have any room or beds for Dominican citizens. Once these pregnant women with kids get to the dominican republic they expect the Dominican government to give them and their children the Dominican nationality. The haitian government itself doesn't even document it's own people but yet haitians expect the Dominican republic to do something for them that their own haitian government doesn't do! Basically they are blaming the Dominican republic because of what the haitian government has created them selves and that is a population of STATELESS PEOPLE. The Dominican republic is not a big and rich country like CANADA or The United states to be holding such a massive influx of haitian immigrants. Poor dominicans see themselves being displaced from jobs by haitians due to cheap labor that greedy bussiness owners love.

    In Punta Cana, 85% of the population is Haitian. It is basically a Haitian city. It is easy to understand why Dominicans are fed up and the government had to act. No one should be a minority in their own country.

    How could someone who was born in haiti be stateless. I can understand someone who was born in the DR that had their DR citizenship revoked being stateless, but if you were born in Haiti this ruling does not invalidate their Haitian citizenship. They CAN go back to Haiti, at least legally speaking.

    I love the way how these foreign agencies decide who is Dominican and who is Haitian. They are all Haitians with a heavy creol accent and yet they call them Dominicans,.. Never mind the laws of both Countries.. its whatever any non profit group say... To be Dominicans your parents have to be Dominicans or LEGAL residents.. Most are illegals or children of Contract workers, and according to the treaties their children are NOT DOMINICANS ..

      ***** What you don't understand is that bona fide democracies can't just change a law retroactively. The Dominican laws until 2004 clearly stated that Dominican citizenship was given to anyone on Dominican soil, except for children of diplomats and those "in transit" (meaning a period of less than ten days). These were people who for their entire lives were Dominican and suddenly had their citizenship taken due to shady, at best, legal practices. The problem arises from the un-democratic nature of the process and the lack of place for retroactive measures in bona fide democracies.

    They aren't stateless, according to Haitian's constitution every citizen born or descendant of Haitians is automatically a Haitian, the problem is this people ( which if you listen closely have Haitian accent) are claiming for Dominican Nationality because the economical conditions are exponencially better in DR than in Haiti, they won't come back, cuz it's worst. So it's within Haitian authorities to improve the infrastructure to provide a better contry and stop the huge mass corruption there.

    More than 90% of Haitians and their descendants in the DR arrived in the late 1980s onwards and did so on their own.
    Also, the Supreme Court only has clarification capabilities, not retroactive. The only thing the court did with clear up once again what every Dominican constitution since 1929 has said, that those born to people in transit (term that include illegal immigrants) are not entitled to Dominican citizenship, but rather to the citizenship of their parents. Also, any identity documents adquired fraudulently are void. Most of those Haitians that thought had Dominican citizenship in reality they never had it because they didn't qualify.
    What the Constitution Tribunal ordered was to put an end to the confusion by revising the Civil Registry from 1929 to 2007 for all the people registered illegally. Then, once they are identified, the legal status of the generation that migrated illegally or with a temp permit and stayed illegally, will be legalized and their descendants, due to the absoption clause in the law, will automatically receive a legitimate Dominican citizenship.
    Those that qualify for this amounts to some 26,000 people from over 100 nationalities, but of those some 14,000 are Haitian. A grace period will be given for those identified inthe Civil Registry to start their regularization process. Those that don't start the process (and those that are not in the Civil Registry) once the grace period is over, will be subject to deportation.
    The court ruling is actually legitimately dominicanizing those Haitians with fraudulent documents and many decades in the DR.
    The anti-Dominican campaign that has been spread internationally and based on misinformation, exaggerated numbers, and and outright lies is just that, an attempt at discrediting the Dominican government.
    The UN and the European Union already looked into the process and due to that, became aware all the lies many NGOs and the Haitian diplomats have been spreading around the world in an attempt to discredit the DR. The UN and the EU now support the Dominican regularization process.
    Such a shame so many people have been dooped in this and are reacting based on half truth and incorrect assumptions.
    In anycase, all rulings from the Supreme Court and the Constitutional Tribunal are not reversible, they are fi al and can't be appealed.

      DR just like 162 countries out of 194 countries of the world do not give automatic citizenship to those born there. DR is Jus Sanguini, in otherwords you have to have at least 1 Dominican parent to be considered Dominican and for citizenship. If your parents are illegal immigrants and their kid is born in DR, that kid isn't a citizen because he was born in transit, in other words the baby is illegal as well. This law has been our law since 1929. And it isn't a strange law because 162 out of 194 countries of the world have the same law. Including Haiti, which wont grant citizenship to any children born to any illegal Dominican parent if born in Haiti or perhaps ANY other illegal Nationality as well.
      The United States however is in the minority, because they are only 1 out of 32 countries of the world that grant citizenship by Birth no matter if your parents are illegal however this have created "Anchor-Babies" which is worst because the Illegal Parents get deported but the government stay with the innocent child without his real parents.
      U.S. follow the "Jus Soli" law among 30 countries, In other words, the US are the exception to the law not the rule.

    Besides Haiti not granting them their Documents at an affordable price, whats really messing me up is why they waited at the last minute to get their documents. These people were given 18 months to complete this process and still didnt get through.

    I just worked in D.R for a year...They do get overwhelmed by Haitians and their committed most of the Crimes especially around Tourists areas where they can't afford to lose those profits. Everyone seemed Fed up with the Haitians it's overwhelming!

    To understand this you need to go back into the history of both countries:
    The massacre of Moca, this was a massacre that took place in Santo Domingo on April 6, 1805 lead by tyrants Dessalines and Christophe with 40,000 Haitian soldiers. Municipalities of Santo Domingo (Monte Plata, Cotuí, La Vega, Santiago and Moca) were reduced to ashes and troops killed Dominicans, including children who were beheaded in a church, during a failed attempt to overthrow Jean-Louis Ferrand.
    67 times did the Haitians tried to invade Dominican Republic in recorded history (with 22 years of continuous invasion) from 1801 up to 1867 when the Haitian government of the time finally accepted dominican independence.
    Dominicans fought and defeated the Haitians after 22 long years of massacres and cruelty occupation in 1844. The Dominican Republic was created against the Haitian occupation not against the Spanish occupation unlike all Spanish colonies did

    Obviously no one here knows exactly what is going on in DR. I was born and raised 30Min from the border with Haiti. The Province is called Mao. Haitians are mostly humble hard working people. BUT! It doesnt mean that we are going to allow the massive migration of them citizens based on a Failed State called HAITI; is their problem, is their leaders problem because they do have leaders with a lot of money also the same ones that took charge of those millions of dollars collected after the Hearthquake. The reporter this lady Is giving a side report here.     The comments section is so rotten. Many of these Dominican people of Haitian descent have the right to be in DR following La Sentencia of 2013. You can't expect to revoke the birthright citizenship in the Dominican Republic and then claim that it applies to even those who were born in the country back in 1929. That is cruel. These people can't "go back to their country" because Haiti is NOT their country. Legally Haiti can't recognize them because they were born in DR soil and many are 2nd or 3rd generation Dominican born. You can't be "deported" to a country where your great grandma lived in 1930. Just so you know: do NOT believe in every thing the media displays, especially if it comes from the US. For this reason, the US is forcing the Dominican government to take care of illegal ALIENS, not just illegal Haitians.     They forgot to mention that Haitians and other foreigners had 18 months , for the first 16 months, Haitians groups like Reconoci.do and Mudha were telling Haitians not to go to the office and register, They lost 16 months and at the last minute all showed up..All other groups did their documents early without any problems .

    DR made the hard choice to save itself from population explosion and hence poverty. Saving their country is the #1 goal for DR's people. A place in the world that is prosperous and looks after it's people. Same as any other nation. Expelling from the country 350,000 Haitian migrants will help DR continue to be a strong independent nation.

      Only around 60,000 Haitians will get citizenship who majority have been for years. The rest 2-3 MILLIONS will be deported because they came mostly after the latr 90's but specially after the 2010 Earthquake.
      D.R. is not a rich country like US, Canada... we CANNOT keep taking care of Haitians spending 500 Millions anually on them and no get into a Shithole country like Haiti.

Dominican Republic is the only country on this planet that spends billions on these Haitians when we already are in debt with other countries. Just because Haiti is next to us doesn't mean that they are a part of us - or share our history.     Very misleading information here / People on top making decisions know that in order to maintain and improve the Dominican economy we can’t deport Haitians, it’s absurd and it’s not going to happen. Some ignorant people (like the reporter) guess that this is a deportation process. This is not about racism, the reporter even talked about ethnic cleansing as if were an objective. I demand VICE to change the reporter for saying this.
    Of course are there are victims here, this process is not perfect and Dominican Republic is a poor country. Some say older people who can’t find their documents may have to go back to Haiti, everyone else has time to obtain their permits; nevertheless, because of infrastructure problems the time limit has been postponed. This process is just the ONLY way to legalize the masses.
    There is no racism; there is ethnocentrism from some ignorant folks, but that is another subject. The truth is Dominican Republic is already part Haitian, Haitians already are an important part of our human talent that will built a better nation. Some of the best professionals are Haitians; we have great Haitians doctors and engineers. Even the best students in our universities are Haitians, and yes, better than Dominicans and they live normal lives with some ethnocentrism from time to time.
    Like I said before, there is no logical reason to deport most of the Illegal Haitians; this is a process to legalize them. It’s true that some politicians have forced the deadline to be seemed as strict but the date has been postponed already.

    Nothing is said about the fact that DR gave the services for free, while Haiti was charging it own people US$130.00 dollars for a birth certificate and a passport, to people that only make $5- 10 dollars a day in DR.. Of course the idea is to make DR look like the bad guy and that Haitians are STATELESS.. when their country is right around the corner and their constitution Guarantee citizenship to their children even when born in DR , Bahamas , Trinidad or anywhere.

I cant believe I would be so disappointed with Vice, this was my favorite News source until I saw the series of videos you are making in the Dominican Republic, first of all the Dominican Republic like any other country in the world is exercising their right to protect their borders, their economy, and their people. You cant have people without identity roaming the streets of a country!! nameless people who can commit any crime, live of the government resources and getting advantage of the educational and health system of a place without giving anything back to society. The reporter you send there is the racist one she haven't interviewed one single Dominican on this situation and she's is putting words on the people's mouths maybe a lot of you don't realize this because maybe you don't speak Spanish.
    The Dominican Republic were the first country to help the Haitian people after the Earthquake, they allowed Haitians to cross the border without asking any papers so they can be treated on DR's hospitals those are the same people who doesn't want to go now, they gave a year to every illegal resident of the country to get theirs papers and nobody came until was 2 months left for the deadline.

    y según con lo que dice su constitucion ellos son haitianos aunque hayan nacido en china , usa o tu país y si de verdad quieres ver caos y ataques raciales y abusos ve a las bahamas donde alli si son atacados!

    Listen to this lady about that they all were born in the DR. Speak the truth lady. They can even speak Spanish proper. I have lots of Haitian friends who are born in DR and speak perfectly. if anyone is interested leave us with the ones whom are already legalized and take the rest to your countries to help them also the way we have and don't comment when you don't know facts of what is really going on there

    They were given a year to do that, we only asked them to bring a hatian ID/passport/Birth Certificate. Anyways it is a sad situation.
