According to the Factorio dev blog, Steam reports worldwide play time of around 40,000 years... An interesting coincidence for a sever being run like a 40K deathworld penal colony. It makes me hope that the Factorio expansion pack includes optimizations to allow this level of multiplayer on normal hardware. 1000+ people racing to build rogue nukes just sounds amazing.
Factorio is already a very well build game and optimized game. It's already amazing that this game can support 500 concurrent players on a single machine.

I suggest setting this to something lower than 1.0 (like between 0.8 and 0.9), this should grant the server enough time to process, allow other players to keep playing and perhaps help a bit. A 10% reduction will be barely noticeable.

It might be a good idea to organise the army along a command chain that always splits in 3. For thousand : 1 spiffing General that commands 3 Colonels that command 3 Captains that command 3 Lieutenants... etc This is how many each rank would command for a thousand : 1 General -> 1000 1 Colonel -> 333 1 Captain -> 111 1 Lieutenant -> 36 1 Squad Lead -> 12 1 Team Leader -> 4 This is essentially how a modern army work (ranks are inaccurate here). As each element in the chain of command only has to manage around 3 people according to what the one above them says, it's very manageable and efficient. I imagine it would make Factorio, a very VERY balanced Game, as long as the Spiffco leader has a plan. 👌 (I Guess a Discord with channels sorted by rank would help this to work)

You can change the game generation settings to make the world more humid which increases the tree count and amount of grass tiles which grass tiles are better at absorbing pollution than desert.
