What people recognize as nature is culture dependent. For many Finns parks etc are just part of human activities and not much nature at all. They, or we, prefer untouched nature. What tourists or other visitors tend to think as lakes in Helsinki are just about always parts of the sea. Lakes tend to be more inland and more plentiful and bigger in other parts of the country. It can be that visitors from southern climates find it more difficult to imagine sea covered in ice than lakes and this makes them to assume areas to be lakes.
