Nice review! The game feels obviously unfinished with many UI elements not functioning as they should, limited gameplay, and every car sharing the same sound. I don't regret buying it though, there aren't enough stuff but what's here is pretty good. If their approach to development is anything like their mobile game then I think it'll be supported for a quite a while.
It's a fun game in its current state. Maybe a little overpriced for what is there, but if it gets the features and fixes it deserves, it will be well worth it.
No, they don't have any kind of replay system or even a "retry" system after you cross the finish line - which is weird. They have, however, removed the weird time penalties for touching the various fragile markers for the track, so at least they're making positive changes. I assume replays are part of that.

Just gave it a try and honestly the controls are really bad. Sensitivity is through the roof by default, and when lowering it to minimum, steering still feels very exponential (as opposed to linear), where keeping the sticks close to center will have the car dead straight, while getting just halfway to max will send them careening off the road. Car dynamics are also very poorly modeled. It's near impossible to initiate rotation using inertia, no matter how Scandinavian you get, and even power drifts are a chore to do (I'm not even sure I managed to do one). The cars feel very on rail and will basically only understeer or slide when you hit the handbrake button. Really a shame as the art looks really good and the game runs at a very high framerate. Still EA though, so I hope the devs take some time to refine the driving model.
That's a reasonable judgement, but I think they're pretty committed to an arcade-style rally game. Considering they don't have any tuning functionality at all, I can't imagine they're going to push the experience much further in the direction of realism.

I'm thinking I should probably do a video sometime where I revisit all (most) of the early access games I've reviewed.
Hopefully it won't end up being abandoned like Hotshot Racing.
