1) Best warrior himself...
He founded Maratha empire out of nothing. While all other hindu big names were busy in serving Mughals, or any other Badshah, he fought them out of Maharashtra.
Guerrilla warfare was great innovation of him. He did not allowed soldiers to die unnecessarily. He valued every soldier, called them 'Mavla' means colleague.
..Peshwa was never king, they were Prime ministers of Maratha empire, they lived in Vada, not in forts, they fought wars with help of big Maratha sardars such as Shinde of Gwalior & Holkar of Indore.
2) His kingdom was called 'Rayat's Swarajya', means people's empire & he meant it.
Every soldier was warned against harming even single leaf of grass of any farmer! ( At this front, dont think any other king in India was as great as him)
Shivaji or any of his sardar never had 'Heram' or brothel. Peshwa created brothels in this empire after 150 years of his death. All knows about rest other kings in India!
3) His thoughts were practical & logical:
He never followed religion blindly, He had people of all religions in his army, bodyguards. He did not allowed his mother to go 'Sati' after she become widow (widows were used to burnt alive or made bald by Hindus, this was called Sati), against the convention he tought Sanskrit & more than 5 other languages to his son Sambhaji, who later become big scholar & have written 4 books. (Non brahmins were not allowed to learn by Sanatani people since last 2000 years)
He gave every person the right to live life, right of protection of wealth & honour, right for justice & lot more..
Same time he forbided superstitions, dacoities, rapes, by laws and strict implementation. He had punished his own sardar for kidnapping of daughter in law of Portuguese officer.
You have to read his biography ( Beware of those written by Sanatani peoples to mend history in their way) to understand his socio- economic thoughts, him as a person, as a son, as a colleague, as a King of his people!
he is the who rulling our heart !! Jai shivaji ....
