I think fallout london will be a good mod, the main team are actully talking and keep in contact only recently they had to go mostly quite due to they need to fix up the mod. The only draw back may be the bugs, but if the lore good or unique then I would say people will love it. Also note i got fallout 4 mainly due to the mod, got for a great deal just to play fallout london only to find out the week later they need to delay it. And i was like AAAGGGGGHHHHHH

On london I would say it seems the team are focus on lore while maintaining it in good taste, the only issues I see is that it story may be something similer to new vegas storyline (which is a maybe but I am alright) and bugs.
GoG still has 1.10.163.0 as their current version, at least the offline download. I don't use their loader, but I'd assume it'll be the same. No downgrading needed, and it can be run as a separate install to Steam. I've got both installed.

a few observations: first, i am not surprised they decided to go with last gen as the latest version of FO4 is riddled with issues, namely any NPC edits made by mods make the game damn near unplayable. also, i'm sure the backlash and complaints when they didn't release it on the date they specified had something to do with this requiring the last gen version. it was said that the mod was in a playable state, and many people (myself included) thought they should just release it anyway with a disclaimer to not upgrade your game. experienced modders know how to keep their game from updating and how to roll it back if it accidentally does so. furthermore, many of the F4SE mods that this relies on have yet to be updated for next-gen, and it is doubtful some of them ever will be as the original authors have moved on.

Yeah well hopefully with the new downgrader it won't allow it to update so you don't lose any progress or break the mod

They don't want just experienced modders playing it they want everyone who wants to play it with it being at ease.
