Hi Cynthia, it is possible to fit a small/medium size TV on the shelf. You may need an extension cord to reach an outlet.

Yes you do. You can rent out carts (for free) at the keys desk office, but you would need to carry your belongings up the stairs if you are placed on a floor above the ground floor.
