Not true. We know they have tested balistic missiles with explosives. That is vastely different from a working Nuclear bomb. It is like comparing the V1 and V2 rockets of WW2 with the Nuclear bombs that brought Japan to heel.
Of course Russia is working with them in exchange for ammunition , they just blocked a UN resolution. And if they didn't have viable nuclear weapons, would the USA know? Doesn't look so bad for regimes at the moment?

In Japan we have missiles flying over us and our base all the time from NK and not reported but the question is 'are they loaded with anything'????
