Hi, cyclists are allowed to cycle on the Malaysia highway as long as there is no signage of no cycling allowed (eg: PLUS Toll Hwy, Pasir Gudang Hwy, Johor-SG 2nd Link Hwy (E3), Desaru Hwy (E22)). As compared to SG, cycling at all expressways and tunnels are not allowed. Ya might wanna checkout the other cycling rules in Malaysia. Hi, I do not have a route for that. For Changi Airport, ya are allowed to cycle via Park Connectors from T4 Hub and Spoke to Tanah Merah Coastal Rd (TMCR). The road from Changi Airport leads you to the expressway and no cycling is allowed on any expressways.

I recommend reading the authorities website for more details as there are many other ebike rules such as speed limit, mandatory registration and LTA approved models. onemotoring.lta.gov.sg/content/onemotoring/home/buying/vehicle-types-and-registrations/PAB.html
