It is hard to say without seeing it, but what I would probably do is cut a slot in the top of the screw with a jeweler's saw and then screw it out with a small screwdriver. This technique will leave a small slot in the top of the rotor, so you will have to assess it to see if it is worth it to get it out.
Those can be difficult to remove. There are several ways to remove them depending on how stuck they are. I hope to do some videos on removing stuck hinge rods within the next few months.

Teacher, that video is necessary to solve that problem but I did not have that tool and I had to use a bit. It was very, very hard, as always good.
