Maybe they're going by by the original run from the seventies when Johny Blaze was less experienced and his adventures tended to be more street level urban dark fantasy.

Khonsu is an old wise God who has incredible power. People often claim he is weak, but that is simply not true. The story of those issues was amazing, but the logic behind some of the fights....... well there was none.....
In base form he is street level but Khonshu can enhance him but rarely does it ( I think it's because it has an effect on Marx's body more something but I don't Know).
In his base form, he is weaker than cap and Black panther. And only beat Thor because his hammer is made of moon rock and he used it against him. That is just had writing.

Spider-Man’s superpowers are absolutely stacked. Tech and gadgets aside, he’s basically got the top tier street-level superhero powerset. When it comes to grounded comic book characters, Spider-Man is definitely on the top of the list as the strongest street-level Marvel character of them all. On the same level as Luke Cage and Jessica Jones.
I believe Spider-Man, Wolverine, Black Panther, Captain America, Moon Knight, Daredevil, Black Widow, Iron Fist 👊, Iron Man, and Deadpool are all outstanding street-level heroes in the Marvel Universe!

I would point out you 'only' focused on one of the Ghost Riders. And She-hulk? At times a member of the Avengers, and the Fantastic Four, "street-level." I think it was added to his power set after the 5 Volume "Immortal Iron Fist" story arc. Danny Rand eventually gained a permanent Amp by absorbing his predecessors IF power (which Danny should have always had) and also was given "The Book of the Iron Fist" which can only be read by and written in by an Iron Fist. It is supposed to teach each new IF how to use the different abilities the previous IFs had unlocked.

Overall pretty good, but there is no way She-Hulk, Ghost Rider and Luke Cage are street level. Spider-Man is borderline since his power levels have been raised, and even his original power level and abilities are far above most.

A lot of people are arguing whether various characters are street level. I'll ask a different question - since when are Punisher or Elektra heroes? There's more to being a hero than simply being the protagonist in a story. Some other suggestions: White Tiger is obvious. Wolverine and X23 have both spent a fair amount of time doing street level stuff. Cloak and Dagger would also fit.

I wouldn't agree that Ghost Rider is street level. Most of the threats he faces are mystical and magic based people.
