When I talk about my older sister(あね) to others in formal situation, we don't put さん. When I talk about others' older sister I call her おねえさん politely.
stepmother：継母（ままはは・けいぼ） stepfather：継父（ままちち・けいふ） half-sibling with a different mother：異母兄弟（いぼきょうだい） half-sibling with a different father：異父兄弟（いふきょうだい） Hope it helps.
