Celebrations happen for the 'Away' team (Sharks) because, unlike regular season games, NRL playoffs are run by the NRL, not the hosting team. Shops where you can get opposing team's gear is not a normal thing at Melbourne Storm games, it was only because it's a final I'm guessing. AFL has both team's gear at every game as far as I'm aware, at least any game I've been to that's been the case.

In the good old days, football of all kinds was owned and operated by local communities. Victoria only had VFL (not AFL), and Sydney had Clubs in each community. Obviously AFL will always be number 1 in a lot of people's eyes down here (including mine) but people are really enjoying the NRL, I love it, I watch multiple games every weekend, go to a few Storm games a year.
