- State governments are taking a more active role in encouraging local policy change to increase housing production and affordability. Pro-housing designation programs-which incentivize or require localities to take proactive steps to facilitate housing production-are a new addition to the policy toolbox.
Our recent report profiles six pro-housing designation programs-in California, Massachusetts, Montana, New Hampshire, New York, and Utah.
Hear from leaders both with state governments implementing these programs and participating local governments on what is and is not working and insights from their experiences that can inform other states’ efforts.
