Lessons from States' Pro-Housing Designation Programs
State governments are taking a more active role in encouraging local policy change to increase housing production and affordability. Pro-housing designation programs-which incentivize or require localities to take proactive steps to facilitate housing production-are a new addition to the policy toolbox.
Our recent report profiles six pro-housing designation programs-in California, Massachusetts, Montana, New Hampshire, New York, and Utah.
Hear from leaders both with state governments implementing these programs and participating local governments on what is and is not working and insights from their experiences that can inform other states’ efforts.

    For AB2533 and the emphasis on health and safety, versus a requirement of upgrades to current building codes, what exactly will be the ACTUAL checks being done for AB2533 so that cities can USE those new rules for allowance/amnesty for non-permitted ADUs or JADUs that were done 15 - 20 years ago? How long will it take cities to get onboard with those checks/tests for health and safety to get those properties/ADUs into the system and approved according to AB2533? San Jose specifically in my case. Also, what sort inspections will be state mandated, and will individual cities have "leeways" to INCREASE the types of inspections needed as they are quite expensive and hard to schedule in San Jose. The process really needs to be short for already inhabited ADUs that may be questionable on code compliance issues and what a city deems as "safe" without a definite list of things they may look for. The devil is in the details. Example would be an egress window that is too high from the foundation base. Will owners need to remove and reframe that entire window lower if it's too small or too high from a build done in 2002? A list of REQUIRED safety and health guidelines that city inspectors WILL DO and INSPECT for approval could trigger a crap storm of changes, regardless of codes, because it is now deemed UNSAFE for that reason of egress requirements. If it's deemed unsafe as a result of the placement of that example window, it ends up to be JUST LIKE a code violation, and a major fix/repair. This relates to 35:51 in this video. The "holistic" way to provide health and safety.

    Thank you for this presentation. Yes, financing ADU's is a problem. I would suggest creating various finance programs such as "loan guarantee programs" (backed by local/state jurisdictions). No-interest construction loan programs that are forgivable if occupied by a "low income" person. I also salute Steve Vallejos, Prefab ADU because innovative construction techniques are the way to go?
